ABOUT KERALA ADMINISTRATIVE SERVICE
Kerala Administrative Service (KAS) is the civil service of Kerala state. The Kerala Government had already notified the Kerala Administrative Service (KAS) Rules-2018, with the objective to build a cadre of public servants as a second line of managerial talent for effective implementation of its policies and programmes. This is a great opportunity for Kerala’s dynamic youth to be part of the state government administration and decision making process and thereby bringing quality, efficiency and effectiveness to public service. It will also help the government fill the current vacant positions in the service and in future, build the feeder category for the recruitment of Indian Administrative Service officers in Kerala Cadre through appointment by promotion from State Civil Service (SCS) category superseding the existing rules in this regard. Another objective of KAS is to provide opportunity for growth to bright, talented and committed officers in Government Service and prepare them for senior level administrative and managerial positions in public service.
The Kerala Public Service Commission (KPSC) will conduct examinations to recruit candidates for the service. According to KPSC, the Kerala Administrative Service Official Notification will be released soon. Those who pass the examination will be posted as Group B Gazetted Officer (Junior Time Scale) in various departments of the Government of Kerala including public administration and finance.
Presently, there are two ways a Kerala government employee could be conferred IAS. The person should be either working with the revenue department in a clerical post for many years, or be recruited in the state government service after passing the Deputy Collector examination. However, a state civil servant is promoted to IAS only if his/her service track record is good and it involves a very long process to get a conferred IAS. Incidentally, the introduction of KAS will act as a fast feeder category to Indian Administrative Service in the minimum possible time. Moreover, KAS has the capability to recruit roughly 3000 officers in various departments for a span of 10 years.
ELIGIBILITY FOR KERALA ADMINISTRATIVE SERVICE
The educational qualification prescribed for eligibility is a bachelor Degree (Including Professional Course) in any subject from a University recognized by UGC / established by Government of Kerala or awarded by National Institutes established by the Govt. of India. There are four streams of appointment in Kerala administrative Service, as shown in the chart below:

SCHEME OF THE KAS EXAMINATION
According to the latest information based on government circulars and newspapers, the syllabus, exam pattern and selection process of the KAS exam will be decided by the academic council of Kerala PSC. The syllabus may be similar to UPSC Civil Service Examination, which includes three major steps – Prelims Examination, Mains examination, and Interview. The scheme of the Examination as per the latest news reports are as follows:
Preliminary Examination: Two papers- 100 marks for each paper – 200 Marks
Mains Examination: Three papers – 100 marks for each paper – 300 Marks
Interview: The interview will be of 50 marks. – 50 marks
(Persons completing Prilims will be allowed to write the Mains exam)
Preliminary Examination:
- 2 papers having 100 marks each and a total of 200 marks combined.
- The exam will be OMR type objective examination.
- Both examinations will be conducted on the same day.
- Qualification for the exam will be degree level.
Mains Examination
- 3 papers having 150 marks each and a total of 450 marks combined.
- The papers are said to be – Science subjects, Humanities, Kerala Affairs.
Interview
- The interview will be of 50 marks.
The syllabus as predicted is similar to the Indian civil services exam. In addition, the prilims exam include topics exclusively related to Kerala, such as, Renaissance, Kerala Geography, Important Government Schemes & Programs, and Current Affairs with particular reference to Kerala. Proficiency in Malayalam language will also be tested in both Prelims and mains examinations and will be a mandatory criterion to pass the probation period.
